About Elizabeth Evans

Elizabeth has almost 20 years of professional experience in advocacy and policy. She became Executive Director of the INCS in October 2004. From 1999 until joining INCS, Elizabeth worked at the Illinois Facilities Fund (IFF) where her responsibilities focused on government relations, advocacy and communications.

Previously, Elizabeth was a policy analyst for the Civic Committee of The Commercial Club of Chicago and was a political campaign organizer. She practiced law for almost 10 years at the US Securities and Exchange Commission Enforcement Division and as a staff attorney for the United States Court of Appeals for the Seventh Circuit. Elizabeth received a JD from Northwestern University and a BA from the University of Michigan.

Elizabeth has served on the Boards of Directors of the Chicago Public Arts Project and the Inspiration Café, and has been a mentor for a foster child for 14 years. She was an appointee to the Illinois Early Learning Council and a member of the Illinois Department of Human Services Child Care Advisory Committee. Elizabeth is an invited participant in numerous national civil justice leadership networks.
